Do you pay customs when moving within the EU?

No. There are no customs duties or import taxes on personal belongings moved between EU member states, including Estonia to Finland, Germany or Sweden – it is free movement of goods. Your furniture, boxes and appliances are not cleared or taxed at the border, which is what makes an EU move so much simpler than a move to a non-EU country.

It is the single biggest worry people raise before an international move, and the answer is reassuringly short. The European Union is one customs territory with free movement of goods between members, so household belongings cross internal borders without a customs declaration, duty or import tax. Below is what that means in practice, and the handful of things that still apply.

Why there is no customs duty inside the EU

Estonia, Finland, Germany, Sweden, Latvia, Lithuania and the rest of the EU share a single market and customs union. Goods already in free circulation in one member state move to another without border clearance. For a household move that means your sofa, your kitchen and your boxes are treated as goods already inside the EU – there is nothing to declare and nothing to pay at the border. The only thing physically between Estonia and Finland is the Gulf of Finland, crossed by ferry; that is logistics, not customs.

What still applies

No customs duty does not mean no admin at all. A few things still need your attention:

  • VAT is already settled. You paid VAT when you bought your belongings; moving used personal property between EU countries does not trigger VAT again. You do pay VAT on the moving service itself, which is included in the fixed price agreed up front.
  • Register your new address. Each country has its own residence registration; update your address there and tell your bank, employer and insurers.
  • Special categories are out of scope here. Vehicles, pets, plants, firearms, alcohol and tobacco in quantity have their own rules and are not covered by this article – check the destination country's guidance for those.
  • Documentation the mover keeps. For ordinary household goods there is no customs form to file, but a professional mover keeps a transport document and an inventory for the job. Movers24 carries full cargo insurance on every move, so your belongings are covered the whole way.

One fixed price, door to door, fully insured. Whether you are moving to Finland, Germany or anywhere in the EU, Movers24 agrees the price in writing before departure – from EUR 890 for international moves, with full cargo insurance for every kilometre. Get a fixed-price quote for your EU move.

EU vs non-EU: where customs does come back

The duty-free rule applies between EU member states. If you move from Estonia to a country outside the EU customs union, customs clearance and possibly duty do come into play, and the paperwork is heavier. For the EU routes Movers24 runs most often – Estonia to Finland, Germany and Sweden – none of that applies, which is exactly why those moves stay simple and predictable.
